[Kubuntu 8.04] sudo nearly finds no applications

Bug Description
It is virtually impossible to open a file as root.
1. There is no way to open dolphin as root
2. There is no "Actions" - "Open As Root" on rightclick on file
3. In older versions, you could write "sudo kate" and it would do the job.
In KDE 4 however, sudo seems to only find the files in /bin and /sbin. For some reason kate was moved to "/usr/lib/
user@ubuntu: kate
it will work fine. If you type
user@ubuntu: sudo kate
it will crash as it doesn't find the file for some reason.
All three issues can be seen on the screenshot.
