Package foomatic-filters fails to install or upgrade to 3.0.2-20071204-0ubuntu2.1_all

This suggests more that dpkg is broken and not foomatic-filters. A broken file in libice-dev (which is not required/needed/used by foomatic-filters) should not break the installation of foomatic-filters.

I run into similar problem again. These are last lines from apt-get upgrade output:
Preconfiguring packages ...
(Reading database ... dpkg: error processing /var/cache/apt/archives/bash_3.2-0ubuntu17_i386.deb (--unpack):
 files list file for package `libice-dev' is missing final newline
Errors were encountered while processing:
 /var/cache/apt/archives/bash_3.2-0ubuntu17_i386.deb
Processing was halted because there were too many errors.
E: Sub-process /usr/bin/dpkg returned an error code (1)

I tried purging apt cache via apt-get clean and removing /var/cache/apt/pkgcache.bin but it didn't help.
