Port configuration should be in install and options

Bug Description

Apparently there is some sort of hidden configuration variable for the port to use for assignments (default 8080). This should be presented as a choice during the installation process and in the help text, for people who are either behind firewalls that only allow connections on port 80 or are using a proxy.

A fix has been committed which adds port/proxy support to the base installer. Updating the proxy/port post-installation is not yet implemented however.
