Change kernel commandline from 'splash' to 'usplash'

Bug Description

Currently Ubuntu ships with 'splash' on the kopts line in the grub and yaboot
configurations.

This parameter is currently checked to see whether to start the graphical boot
'usplash' setup. Users have users have been observered to confuse this with the
'grubsplash' option for making the bootloader use a graphical background.

As this option is currently 'usplash' specific, the possibility of changing this
from 'splash' to 'usplash' should be investigated.

This would currently requires updating of:

  * default 'grub.conf' and yaboot configurations
  * usplash hook detection code in initramfs

The parsing should possibly expanded so that 'usplash=no' is a recognised negative.

Changing this would break the configuration of anyone upgrading from an older
version, and require them to manually edit their grub boot.list.

The splash parameter should be generic, in order to allow other bootsplash implementations to work without needing kernel options to be changed.
