[Hardy Final] Restart doesn't work

Bug Description
Installed Hardy RC and then did daily updates to Hardy Final. Since the release of Hardy Final, I can not perform a "Restart". Each time I hit "Restart" the screen is wiped clean of all icons and other desktop objects leaving only the default Hardy Heron wallpaper. No errors are displayed. Hitting "Ctl + Alt + Del" doesn't work. However, entering: "Alt + SysReq REISUB" does force a restart.
Over on the Ubuntu General Help forum many others have posted similar problems and suggested remedies which included uninstalling and reinstalling network-manager and/or editing "menu.lst" to include switches to turn off apm and acpi.
Seems to me this should be done via an package manager update for safety reasons.
