Please do not NMU gst-plugins0.8. The fix is already commited in SVN,
I did not upload because it took a while to get gst-plugins0.8 built on
all arches, and as you pointed out it is involved in many transitions
involving many packages. I will ask the release team to ignore this
bug for testing transition.

I want the package to install and purge without errors. It seems that the
NMU doesn't have gconf2 as a depends, still.

I still didn't check the NMU diff, but I uploaded a fixed package using
misc:depends instead of a gconf2 dep.

I can confirm that this is present in sarge and fixed in testing.
Is this a bug in policy? dpkg? I've opened a very similar fontconfig
bug (#362534).

libgstreamer- gconf-0. 8-0 Depends on libgconf2-4. The Debian policy
says:
Depends
This declares an absolute dependency. A package will not be
configured unless all of the packages listed in its Depends field
have been correctly configured.
[...]
The Depends field should also be used if the postinst, prerm or
postrm scripts require the package to be present in order to run.
prerm is not called during purge. I think your package is in state
broken under whatever package manager your use. Please report the
output of: dpkg -C
