cups http interface broken on hardy server

Bug Description

Clean install of Hardy Server with a system that does not have X running nor a monitor hooked up. From another PC I attempt to access the web GUI, but with many failures. The best progress I've made is changing cupsd.conf in the </Location> as such:
  AuthType Basic
  Require valid-user

  Order deny, allow
  Deny from all
  Allow from 192.168.11.0/24
  Allow from 127.0.0.1

  Satisfy any

I've also added
  Allow from 192.168.11.0/24
  Allow from 127.0.0.1

to all the sections and changed Listen as such
Listen 631

With all this when I try to add a printer all I get is a blank page.

I've googled everything, but without avail. Either there is a bug in the documentation or there's a bug in the implementation. Help!
