when started it should set the default becklight

Bug Description

Binary package hint: gnome-power-manager

gnome-power-manager 2.22.1-1ubuntu4
I have an HP dv6627el laptop.

as soon as gnome-power-manager is started, it should put the screen backlight to the default value.
This is not done either in battery mode or AC mode.

simple way to reproduce:
killall gnome-power-manager
cd /sys/class/backlight/acpi_video0
echo 1 | sudo tee brightness
gnome-power-manager

This problem is still present in Intrepid, v 2.23.1-0ubuntu1
