libdvb-dev in 8.04 x86_64 not build with -fPIC option

This appear to me by compiling vdr-plugin-analogtv

/usr/lib/gcc/x86_64-linux-gnu/4.2.3/../../../../lib/libdvbmpegtools.a: could not read symbols: Bad value
collect2: ld returned 1 exit status
make: *** [libvdr-analogtv.so] Error 1

By recompiling libdvbmpegtools.a without the debian way It can be linked to vdr-analogtv.

It seems to be a problem in debian/rules that don't export CFLAGS with -fPIC

Sorry I wrong,

I've found there is libdvbmpegtools_pic.a that is compiled with -fPIC flag.
