argo.user.properties should not be in $HOME

Bug Description

The default location for the argo.user.properties file is $HOME. Please consider applying a patch to either rename this file to something beginning with a dot ('.') or placing it in a directory .argouml.

A similar patch for an RPM package is attached to this bug report. It applies cleanly to the Ubuntu package (version 0.19.6-2.1). (Note that this patch does not change the man page.) The original location of the patch is:

This is included in ArgoUML for a long time now, can't this issue be closed? (At least as soon as a newer version of ArgoUML is packaged, see issue 118546)
