Path Inset Incorrect on Rounded Square

Bug Description

The Path Inset command produces incorrect results when applied to a square with rounded corners. It also does not work correctly with an object drawn with the Bezier tool.

It appears that the nodes on the top layer object are not being placed at 90 degrees
(per documentation) from the nodes on the original object. The attached drawing shows the results.

I have not seen the problem with any other objects.

Using V0.46 on Windows 2000 Pro.

Inset / Outset also appear to distort all rectangles.

I tried to reproduce, but I don't know how to create the result seen in the file. Please always include reproduction steps, so testers don't have to turn to documentation or tutorials.

Issue is being tracked in https://gitlab.com/inkscape/inkscape/-/issues/1609

Note that a comparison of 0.46 to 0.92.5 is roughly the same on an example file of a rounded rectangle, however is improved in 1.0, testing in Windows 10 with default preferences from 1.0. Also the LPE Offset gives good results.
