The following happens to me after I upgraded my vserver from dapper to hardy today
# /etc/init.d/ssh restart
* Restarting OpenBSD Secure Shell server sshd [ OK ]

What version of openssh-server do you have installed now? We already have the fix for the Debian bug report you linked to, so I'm puzzled that this is recurring.
