no help for xubuntu "users and groups"

Bug Description
Xubuntu Hardy RC from the alternate CD.
Select Applications-
Select Help
--> Popup
Could not display help
Failed to execute process "gnome-help" (No such file or directory)
Unlocking the dialog does not change this behaviour.

I'm new to this so I'm not too sure what incomplete means, so I'll just expand on the description.
If you install Xubuntu from the 7.10 or 8.04 Alternate CD, then you cannot get help from the Users and Groups panel.
The error popup says that "gnome-help" is not present.
If you put the Xubuntu-desktop package over a standard Ubuntu install then all is well (at least on 7.04).
If you install Xubuntu 7.10 (from the alternate) and upgrade to 8.04 then you seem to pick up the help package
somewhere along the line.
