Cheese "open" function won't launcher photo-viewer to show pictures

Bug Description
1. launch cheese and select a picture ( If you don't have a picture, take a picture first )
2. right-click on the picture and select "open"
3. midbrowser shows the pictures
I'm not sure if this behavior is as design or a bug.
I expect the "open" function should use photo-viewer to show pictures but not browser.
In additional, if I have sunbird installed, the "open" function will launch sunbird.
I think this should be a bug.
