However, any office instance running on machine. Also when try to purge or reinstall openoffice.org-sdbc-postgresql package, Its removing postgresql8.3 packages.

Ok thanks, this is a duplicate of the unopkg locking issue. It should be fixed in Ubuntu 8.04.1

One way to try to work around it is the remove the root users ~/.openoffice.org2 directory and make sure that there is no running instance of OOo. Once the fix is uploaded for 8.04.1 this workaround will no longer be necessary.
