for example, http://www.kvmr.org/webcast.html but now it is inexplicably
working again. I suspect it has to do with pulseaudio because it is also
causing me troubles in skype

I have a problem like this one, and I am using snd-hda-intel. Are you using this card also?
Well, to surpass this "bug" I kill my pulseaudio daemon without mercy, and then in the next time everything work as expected.
Please, if you get the following error again, try to kill the daemon and see if you get better. If this is the case, pulseaudio already has a bug opened for this problem.
