[kde4] /sbin not included in ubuntu user's PATH environmental variable

Bug Description
Binary package hint: kdebase-workspace
ISO tested: KDE4 desktop amd64 20080416.1
I tried using the command ifconfig to see if I my network adapters were detected and received a message that:
Command 'ifconfig' is available in '/sbin/ifconfig'
The command could not be located because '/sbin' is not included in the PATH environmental variable.
This is most likely caused by the lack of administrative priviledges associated with your user account.
'echo $PATH' did not show '/sbin' however this is available when using an Ubuntu Live CD.

Logging out of the KDE4 desktop session and logging back in somehow add '/sbin' to $PATH.
