Binary package hint: xsane

Xsane return a message "no devices available". The system can see the scanner since when it is taken of and then plugged back we can see the xsane trying to find it before the message.

Is this symptom still reproducible in 8.10 or 9.04?

just tested it in 8.10 - still the same problem
'sane-find-scanner' finds the scanner but not 'scanimage -L'
Xsane = no devices

confirmed that Epson Perfection 4490 PHOTO scanner is not working by default in 9.10. The drivers at http://avasys.jp/eng/linux_driver/ do not solve the issue, perhaps because there is a problem with permissions. Editing the rules as detailed in this thread got it working: http://ubuntuforums.org/showthread.php?p=8518755
