Work page doesn't do a good job reporting errors

Bug Description
The work page does a bad job reporting errors, if it can't parse the hour count, then it throws a nasty Java error. We should make this more polite, and accept a broader range of values.

This goes for the billing rate field to - if you enter an empty value it throws a big nasty exception
