Binary package hint: evince
If evince is set to non-continuous and best fit mode, it displays only one page fully. In this mode, the mouse scrollwheel has no function. Other PDF readers like Adobe's use it to browse through the pages of the document, which is very convenient if you are looking for a particular page.
Please include scrollwheel handling when in this mode.
