Bug Description
Im a Windows XP SP2 Hebrew enabled but not localized user and Inkscape 0.46 (build 20.3.08) with the latest Hebrew file (from Launchpad, 98%)
I want to change the interface display direction from LTR to RTL
Ive came across a solution that told me to add a batch file at the same directory as Inkscape executable and let the batch do all the enviromental settings for me
The batch contains:
@set LANG=he.UTF-8
@set LC_ALL=he.UTF-8
It works even w/o the .UTF-8 suffix
The menus are displayed in Hebrew but at the wrong direction
What am I doing wrong?

It is important to solve this bug, only because it is impossible to work in this program without the option of reading the interface...
If I would write "dlrow olleH" you will understand only after some seconds that I ment "Hello world". This is only 1 phrase, not an entire program. By the Ubuntu philosophy, we need to allow the people the option to use the computer (and all the software in it) in their own language, but now I have to use a special script (unintuitive) or change the language to English.
This is why I think this bug is important.
