date & time dialog not modal, can't be closed in some cases

Bug Description
Date and time launched from the marquee should be a modal dialog.
If not, then the user can find themselves in a case where they cannot easily close date and time.
This occurs in the acton project because the marquee only displays when the home flash plugin does not have focus and because you close the date and time dialog from the marquee, as follows:
* user launches an app, marquee displays
* user clicks date and time on marquee, it launches
* Since date and time is not modal, user clicks the marquee close application button
* Focus returns to home flash plugin, marquee disappears, but the date and time dialog remains displayed, but with no way to close it
Possible fixes include:
* make date and time modal
* add a close button to date and time
