Upon Image load, one layer not completely displayed

Bug Description

When this file is first loaded there are only 2 of 6 layers set to be displayed, but the bulk of the BROWN layer is NOT displayed in the zoomed view.
If you OPEN the layers dialog and scroll the section out of view and back in view, it's fine (scrolling without opening the layer dialog doesn't cause it to correct itself, I didn't try any other dialogs). ALTERNATELY if you change the ZOOM level it corrects itself.
