libnotify pops balloons on top of fullscreen window (e.g. screensaver )

Bug Description

I just noticed the "new updates are available" libnotify balloon even pops up
when the screen is locked and blacked. gnome-screensaver in my case.

Rather awkward. :)

Davyd says he gets this with battstat's "done charging" dialog too so it seems
like a generic libnotify/screensaver interaction problem.

I can confirm this problem for both xscreensaver and gnome-screensaver.

It shouldn't be too hard to fix, but we need a reliable way to tell that a
screensaver is currently runing.

I don't see why it's screensaver-specific. For example, such balloons shouldn't
pop up in front of full-screen videos either.

This problem is fixed with the upload of notification-daemon_0.2.1-0ubuntu12.

No notification is shown if a screensaver is active or another window is in the
"fullscreen" state. Please make sure that notification-daemon is restarted after
the upgrade and let me know if the updated version fixes the problem for you.

Is there a way to revert back to the original configuration? I spend about 75% of my day working in "full screen" applications on various virtual desktops (usually vmware), and after upgrading to 9.10 noticed that I was missing a lot of important IM notifications. Is there a way to make this configurable? I'd bet that there are a number of people that prefer it both ways: allowing popups over fullscreen apps, and preventing popups over full screen apps.

my apologies, I just noticed this bug hasn't been active since 2005. I will hunt down a more up-to-date bug.

for reference, the behavior described above (notifications appearing over full screen apps) was true in Ubuntu 9.04, but has changed to not appearing over full screen apps in 9.10. sorry for waking up a dinosaur!
