USB Joystick device /dev/js0 not build

Bug Description

Hello,

if i boot my Ubuntu Breezy Badger without an USB Joystick plugged in, and plug
it in while the system is up and running completly, dmesg shows that a Hid
Device (Saitek X45) is connected but the device "/dev/js*" is not created. If i
plugged it in before the System Boot the device exists.

Here is the Output of dmesg:
[4295873.378000] usb 4-1: new low speed USB device using uhci_hcd and address 2
[4295873.633000] input: USB HID v1.00 Joystick [Saitek Saitek X45] on
usb-0000:00:10.3-1

My System is the newest Breezy Badger
