Screensaver settings hard-coded

Bug Description

Similar to the problem reported with screen brightness, the screensaver settings are hard-coded in the layer / policy files.

The layer 00_default sets "display.screensaver" = "user" ( which does nothing ), but then when 25_performance is activated ( by acpower mode ), "display.screensaver" is set to 600. If the power is removed, then 10_lowpower sets "display.screensaver" to 60.

Also, I'm not sure if any of this code currently runs as I can't seem to figure out how the ppmd-user process is started.

The gnome-power-manager solves this problem by allowing the user to set separate screensaver intervals for battery and ac-power modes.

PPM isn't being used for Acton; since I can't reverse "Also affects project...", I'm marking these bugs as "Won't fix".
