project bug filing box is off screen

Bug Description
Steps to repeat:
visit
https:/
put in a summary (say "gnome")
goto "no i'd like to report a new bug"
on my computer i get a screen full of instructions, and have to scroll up to find the bug details entry box
This bug filing screen has the same problem to an extent, but its not as bad (as the text isnt as extensive).
a nice thing would be to have the text above the bug report window, and not have the bug report window automatically selected (so the keyboard can still be used to scroll the screen up/down.)

This seem to be fixed in the new layout. When you choose "no i'd like to report a new bug" the first selected element is the package field.
Karl, can you check if the new layout addresses the reported issue?
