[CIP] wmv codec can't playback normally base on CIP

Bug Description
reproduced step:
1) if don't use CIP so file, only use wmv9.so and wmvrender.so
then http://
WMV file can playback normally.
2) but if replace with libipp_hx_vc1vd.so, then find green frame or error block will show out.
expeced result:
hope to slove wmv issue.

this bug is invalid, because this version CIP don't support vc1, so close this bug
