Timezone is not taken into account

Bug Description

Binary package hint: liblog4cxx9c2a

log4cxx doesn't consider the timezone. In my case it is GMT+3, so, when it's 13:15, there is 10:15 in the log.

Is this symptom still reproducible in 8.10 or 9.04?
