Allow sending comments in batch management of member applications

Bug Description

It would be helpful to be able to reject or approve member applications in batches rather than individually. I'm told that even Launchpad admins can't do this.

Example: we would like to batch reject all the applicants to https://launchpad.net/~ubuntumembers because we moved the team from Moderated to Restricted. We would like to do so with a friendly explanatory message. There are 920 proposed members...

In the +members page of any team, right below the list of proposed
members there is a link (Approve or decline members) which takes the
user to a page where it's possible to approve/decline all proposed
members at once. There's no way of providing any comment on that page,
though.

Thanks for the info. In this case I don't think it would be fair to reject people without a message.
