move to new 8.5 features

When we close 8.4 support, soon, start using the new 8.5 features. For a good but brief intro see: http://www.markroseman.com/tcl/guide85.html

Some notes:
 - lsearch -> in
 - array -> dict not everywhere but for chat tokens etc. it's good
 - start using 'chan'
 - eval -> {*}$args although I still consider this ugly...
 - package -> module for all single file packages
 - various Tk stuff, like ttk::sizegrip

When done clean up all 8.4 & tile < 0.8 code which is just too ugly.
