I have not experienced this bug myself, and it is probably invalid. It doesn't appear to have anything to do with pulseaudio; it's a report that the choice of a keyboard layout is not being saved.

To the person who reported the bug:
Что бы вообще понять в чём дело, нужны будут хоть какие-то подробности...

Да какие подробности. В настройках клавиатуры стоит shift+ctrl после перезагрузки системы настройки слетают, и переключение идут как hift+alt хотя в настройках стоит то все верно...
И вобще чтото с запоминанием тут... языки слетают, панели, у меня обе внизу, почему-то не запоминает какая из них выще а какая ниже...

The main issue of this bug report is the same as bug 173721. Added information includes a report that the GNOME panels appear in a random order when they are both moved to the bottom of the screen, which may be an unrelated bug.
