cpu freq not restoring when plugging in laptop

Bug Description
I am using ubuntu on a thinkpad a31. Breezy with kernel ~12-8 updated as of 9/2.
When I boot the pc it starts at 1.6ghz processor performance which is the standard rating for my chip.
When I unplug from ac power it drops to 75% usage or 1.2ghz If I plug back in to ac power the freq
jumps briefly back to 1.6 but then drops back to 1.2 (stays at 1.6 for no more then 1 second.
I did switch to cpufreqd instead of powernowd and freq did toggle correctly when switching from ac to
battery and back. Putting powernowd back though it does not want to go back to full freq when i plug
back into ac power.

We scale processor frequency based on usage, not on AC status. Your processor
should speed up again whenever you run something CPU itnensive.
