gstreamer-0.10.14 in Gutsy does not play this mpeg file when only one gstreamer 'instance' is running

I was trying to play this mpeg file http://www.myabike.com/videos/A-bike_movie2006.mpeg on totem-gstreamer. The sound was fine but the video was jumbled up. Note that the save screenshot option in totem displays the frame correctly though. See attached screenshot.

I also tried 'gst-launch-0.10 playbin uri=http://www.myabike.com/videos/A-bike_movie2006.mpeg' and got the same jumbled up video.

A chance discovery however, was that if I started a second gstreamer 'instance', the 2nd instance would play fine. This applies to `2x gst-launch windows' or `1 gst-launch and 1 totem window (in either order)`.

Thank you for taking the time to report this bug and helping to make Ubuntu better. The issue that you reported is one that should be reproducible with the live environment of the Desktop CD of the development release - Hardy Heron. It would help us greatly if you could test with it so we can work on getting it fixed in the next release of Ubuntu. I tested it in the Hardy Heron Beta Live CD. I had to download the ugly set of plugins for it to play. The issue was reproduced in exactly the same way. The video when played by both totem-gstreamer and gst-launch is jumbled. Also, if a second instance of gstreamer is launched, the video in the second instance plays fine. See screenshot for this.
