install with wubi fails after reboot

I installed ubuntu 8.04 using wubi.
I reboot the system, removing the cd.
I select ubuntu.

There is a menu allowing several options for finishing the install.
No matter which option I press, eventually I get dropped into a busybox
command shell. The os never finishes installing. No error message is generated.
I can see verbose messages when I select the verbose option.
I can see a ubuntu screen with a moving bar underneath it for other options.

This is on a dell latitude 820 with an external dell 2407 display.

I experienced a similar problem with 8.04 LTS and a Dell Dimension 2400.
Interestingly the same CD works well as a live CD, and I successfully performed a disk install.

Is the disk encrypted?

Yes, whole drive encryption.
