Bug Description

if the machine already has a version of python3-simplestreams installed from the archive (e.g. 0.1.0-48-gb936edd4-0ubuntu1.1), installing MAAS 3.5 from the PPA does not force the upgrade nor it fails, leaving the system with an incompatible version.

the version constraint in `debian/control` is wrong, it needs the git hash so apt can correctly parse the revision number
