randomly present debian menu

Bug Description

on an up to date breezy, AMD64, the debian menu is sometimes present in the
"Applications" menu and sometimes not.
it only happens on this system for me (I have tested breezy on others) and I
really don't see why it disappear and why it commes back.

any hints ?
