Bug Description

With some netApp hardware models, driver turn on efficiency by default. That is why Manila might see the conflicting sis operation when it try to turn it off immediately. So retry those operation at least 5 times before throwing exception.

    Netapp: Retry Dedupe enable/disable if busy

    With some NetApp hardware models, driver turn on efficiency by default.
    That is why Manila might see the conflicting sis operation. Retry for 5
    times, in case dedupe enable/disable failed with error "Another sis
    operation is currently active."
