Bug Description

Starting with linux-image-6.5.0-41-generic, my AX88179 Ethernet adapter (ax88179_178a driver) changed its MAC address to a completely different one that has the "locally administered" bit set.

I believe this is caused by this backport: https://git.launchpad.net/~ubuntu-kernel/ubuntu/+source/linux/+git/jammy/commit/?h=hwe-6.5-next&id=3c860cd9296f00ef68c43f78ee3a4533d9ba5a1b

linux-stable has the following fixup that is currently missing from Ubuntu's hwe-6.5: https://git.kernel.org/pub/scm/linux/kernel/git/stable/linux.git/commit/?h=linux-6.9.y&id=56f78615bcb1c3ba58a5d9911bad3d9185cf141b
