Daylight Saving Time option is missing in clock

Bug Description

There should be a DST (Daylight Saving Time) check box option for the Clock panel in case countries like IRAN decides not to follow the DST for a specific year. Otherwise, if time is changed to match the countries official time, there will be problems with "Device Synchronization" on devices which have this option and DST can be unchecked.

I'm really not sure about this one. If Iran decides to change their policy, I think the tzdata package will be updated to reflect that. You don't need to do this manually. Can somebody help about that?

I still think manual DST change is a valid requirement. The gap between "Actual" DST rule change and "Implemented" change could take weeks if not months.
