The only way I've found around this is to execute the following:

Normally this directory "/usr/lib/ android- sdk/tools" should not exist at the time of installation.
Did you create it manually at some time in the past, or do you also install SDK components into "/usr/lib/ android- sdk" by using another tool like sdkmanager (the one of google for example)? In that case, maybe the "tools" components was installed by one of these.
