Skyline breaks when using haproxy_single_external_frontend

Bug Description

When using haproxy_single_external_frontend with skyline parts of the UI break and become unusable.

Some examples:

1. Opening the project switcher results in an endless loading icon
2. Opening the application credentials page shows the following error: Get application credential error.Bad Gateway (code: 502)

There may be more as well.

Repro should be fairly simple so long as skyline and haproxy_single_external_frontend are enabled, but you could also opt to override the keystone public haproxy port as well.
