Bug Description
Currently in 3.11.5, a captured item on the holds shelf does not get reprocessed through the holds policies if the hold pick-up location changes.
Scenario:
1. Hold is place on an item that has a transit distance of Library.
2. Staff change the pick-up location to a different Library.
3. Hold shelf status changes from Ready for Pick-up to Wrong Shelf.
4. Staff checks back in the item, and it goes in transit to new pick up location.
It would be helpful if, during the check in, the hold was re-checked against holds policies to see if the item can transit to the new pickup location.
