display whether staff account is about to expire

Bug Description

Every now and again Evergreen staff users get surprised when they cannot log into the staff interface because their account has expired.

To avoid that, it would be useful if there were an indication (presumably in the upper right corner of the staff interface) displayed if the staff account were about to expire.

It strikes me that a well-chosen hardcoded default value of when to start warning is the way to go rather than creating another library setting. 30 days, say?

Besides putting some text up in the navbar, other forms of notification to consider include:

* interposing a modal after successful login (and maybe doing this only closer to the expiration date)
* putting text on the staff home page

+1 we run into this fairly regularly

I think we'd want the same warning time span for all libraries in our consortium so a hardcoded default value sounds good to me.

We do this locally at 30 days and have it appear in the patron summary bar where the alerts appear.

Terran, I think an about-to-expire note or penalty is also a good idea, but I don't think it will necessarily help with the staff use case, as presumably there's relatively little call for staff members to look up their own records.

True, my brain was focused on how we display it for all users, not just staff. An indication in the menu bar is a good idea for staff.

We send out an account expiration email 30 days prior to expiration, too.
