[ Impact ]
webkit2gtk does not ask for the PIN on a PIN protected smartcard.

[ Test Plan ]
The test plan is manual due to the nature of the bug needing hardware that is difficult to simulate.
An E2E test of using the smartcard with a PIN on it will be performed.
[ Where problems could occur ]
* Adds an extra check every time a smartcard is used. Although likely nominal, it does add computation time.
* This is both a bug fix, but also a functional addition. Software using this library could be unknowingly relying on the behavior of no PIN requested, and therefore break once this functionality is added.
