Bug Description
A k8s sidecar unit that has the uniter worker exit, causes the leadership-tracker worker to exit.
Since the uniter worker depends on the leadership-tracker worker and the leadership-tracker worker exited cleanly (doesn't restart), the uniter never comes back. The pod gets killed because the unit agent is unhealthy.
