Bug Description
I think it would be helpful to flush out the penalties' documentation on how and when patron penalties are refreshed and/or added. I know of a few ways to trigger the recalculation, but I'm not seeing anything in the documentation about them and only little on how/when the system does checks. I know you can use the Refresh Penalties menu option under Other as well as pay a bill, add a bill or check something out.
