Bug Description

Now libcgroup has released v3.1.0 [1], but only v2.0.2 can be found on Ubuntu.

libcgroup v3.1.0 improved cgroups v2 support, and added systemd support. Please consider upgrading the package, or adding a libcgroup-v3 package.

debian has 3.0.0-1 in experimental. It would be best to propose 3.1.0 for debian and sync that.
