Pebble (juju 3.5.1) cannot write files to workload containers

Bug Description

Deployed kubeflow bundle today after juju 3.5.1 release and turns out that 3 charms of the charms fail to start. It looks like pebble does not have permissions to write files to workload containers. I deployed the same bundle yesterday with 3.5.0 and it was working (and I confirmed again using juju from channel `3/stable`.).

The 3 charms are failing with the following errors:

Microk8s 1.28 and AKS 1.28.
