32-lp1207533-triggered-events.t live test should not assume that a workstation has been registered

Bug Description

Currently, this test passes when you run all perl live tests using `make livecheck` (see here for instructions: https://wiki.evergreen-ils.org/doku.php?id=dev:contributing:qa&s[]=live&s[]=tests#perl_live_tests)

However, if you just try to run it by itself by running `prove live_t/32-lp1207533-triggered-events.t` from the perlmods folder, it fails unless you have already run live_t/02-simple_circ.t. This is because the test assumes that a workstation named BR4-test-02-simple-circ.t has already been registered.

It's more convenient if you can run this test in isolation as well as part of make livecheck, so that if you just want to quickly check triggered event behavior, you can do so without waiting for all the other live tests.
